Closed Caption solutions for public event streaming

Is there a solution to this problem? I streamed a county commission special meeting from my phone to YouTube. Am I in violation of US Federal Law?

I second this. Currently I have to currently use a teradek cube, wirecast or vMix to achieve this. It would be most excellent to have the ability to accept CEA-608 from a hardware closed captioning encoder into the Pearl’s SDI inputs.
