I am able to connect the Av.io HD and it is visible as a camera through other software, but the configuration tool is not able to recognize it.

Hello there! I’m sorry that you’re running into this issue with your AV.io HD! I would recommend double checking that you have downloaded the right version of the config tool.
You can find the correct version here, AV.io HD software and documentation - Epiphan Video , under the Software section. Since the AVio HD has been discontinued it’s no longer listed on the main page, and it’s possible that you downloaded the AVio HD+ configuration tool. While the cards are similar in some ways, they are quite different in others and the Plus configuration tool does not work with the original AVio series of capture cards.
